三 | 这些都是我国消费市场内生动力的真实写照。　　财政部门始终坚持扩大内需这一战略基点，推出一系列政策来促进居民消费提质升级，包括：实施消费品以旧换新政策，也就是大家常说的“国补”，把惠民生和促消费有机结合；实施个人消费贷款和服务业经营主体贷款贴息政策，降低居民消费信贷成本；全面落实就业优先战略，支持地方落实各项就业创业扶持政策，促进重点群体就业创业；另外，也深入推进现代商贸流通体系试点城市建设，开展消费新业态新模式新场景试点建设，持续优化消费环境。　　《扩大消费“十五五”规划》提出，要着力提升消费能力，促进高质量充分就业，多渠道增进居民收入，完善社会保障政策，合理增加公共消费。下一步，财政部将按照规划聚焦就业、增收、社保等方面的要求，系统谋划提升居民消费能力的战略举措。短期看，主要是充分发挥当前各项政策效能，推动各项政策措施能够更好更快落地见效，增加大家的获得感。中长期看，主要还是通过持续提升社会保障能力，深化收入分配制度改革，强化税收、转移支付等再分配调节，不断夯实居民能消费、敢消费和愿消费的基础，释放我国超大消费市场的内生动力。
